ZIDA investment licensing

Zimbabwe Investment and Development Agency

The general investment licence, obtained through the one-stop investment services centre. Required for most foreign investment, and a precondition for several sector permits.

Sequence

  2. 02Submission of the investment licence application with the project proposal
  3. 03Assessment and, where applicable, referral to sector regulators
  4. 04Issue of the investment licence
  5. 05Post-licence registration for incentives where a project qualifies

Published service standards are measured in days. Practitioners report timelines materially longer where sector referral is involved.

Where it stalls

Applications most often stall at the sector-referral stage, where a second authority applies its own criteria and its own clock.

Mining title and permitting

Ministry of Mines and Mining Development

Mining title runs on its own track and is not consolidated into ZIDA licensing. Environmental authorisation is a separate requirement again.

  3. 03Application for a mining lease or special grant
  4. 04Environmental Impact Assessment and EMA certificate
  5. 05Plan approval and commencement of operations

Timeline

Varies widely with deposit type and tenure history. Title disputes over historical claims are a common source of delay.

Where it stalls

Overlapping historical claims and EIA approval are the two most frequent hold points.

Special Economic Zone incentives

ZIDA (SEZ function)

Fiscal and customs incentives available to qualifying operations sited in designated zones. Eligibility turns on activity and on export orientation, not on investment size alone.

Sequence

  1. 01Confirm the site falls within a designated zone or apply for designation
  2. 02Apply for SEZ investor status against the qualifying-activity criteria
  3. 03Negotiate the incentive package applicable to the activity
  4. 04Ongoing compliance reporting to retain status

Timeline

Designation of a new zone is a substantially longer process than obtaining investor status within an existing one.
